I was surprised to find there isn’t an option to turn off these notifications in WordPress. Luckily, there is a new plugin that can turn it off on recent versions of WordPress.

How to Turn Off New User Notifications

You can immediately turn off the notifications with Disable User Registration Notification Emails.
This plugin stops all emails the admin receives when new users register. There are no settings to configure – just install and activate. Users who register on your site will still receive the confirmation email when they signup.
It’s a great solution for any WordPress sites on version 4.6 or higher. A similar plugin worked quite well up until 4.6 but stopped working after some changes to the notification code in WP.
Conclusion
I am still surprised this option is not available in the General or Discussion settings of the dashboard, but the new Disable User Registration Notification Emails plugin makes it easy enough to fix.
One parting thought: if you’re not keen on activating another plugin and you use Gmail, you can use filtering to keep the emails out of your inbox instead. I started doing this after the previous notification plugin stopped working.
